ah of course A factory is a upgrade componite for starbases.
It allows an inventory of iteams while players are docked on you.

It also regenerates your armour when damaged. it has quite a bit of volume to it so it may interfear with other upgrades.
thats just about the jist of it

Pretty much what Harpor said, it also allows NPCs to spawn on you when npcs die, which is good if you are lacking NPCs due to having a destroyed starbase at the time. You can regenerate your ship faster, including your armor, and others that dock onto you can repair/regenerate as well, including swapping there weapons.

It's more or less a good thing to have when attacking with a group and having a starbase as a support ship. I'll probably be making it more fancy though in the future.

I tried making a dreadnought into a carrier of sorts, but ships wouldn't spawn or come to me for refit. Armor did regenerate though.
I think it only works as a refit if you have 3 tractors as well, and that has an additional bonus of shields not dropping when towing.

it works as refit for others regardless of if you have 1 or 10 tractors, but AI tend to prefer AI sb's.

Oh yeah forgot.

The way it was coded is for AI to recognize you as a SB, you need at least two tractors, which isn't possible unless you start off with them. I'll again, be changing it later on, since I never liked the way it was determined anyways.

But in instances, it's always checking for two or more tractorMod (the variable name). It's a real pain overall anyways. The whole docking with AI and players is a mess.
